Description

Procures specialized items and executes complex buying strategies in accordance with agreed upon material buying plans at the optimum cost, quality and relationship. Conducts complex analysis of sourcing information and presents findings to purchasing and supply chain leadership for process improvement and cost reduction while maintaining high quality product and service delivery.

Independently procures inventory, supplies, and capital goods and arranges timely deliveries.

Analyzes complex sourcing and purchasing initiatives and processes in support of the delivery of cost effective and high quality goods and services.

Prepares and presents to senior purchasing/sourcing leadership recommendations of improvement opportunities and alternative courses of action.

Evaluates consistent application of sourcing procedures and processes.

Supports purchasing/sourcing management in activities such as price benchmarking, vendor management, industry and market analysis, process analysis, and model building.

Leads analysis projects/initiatives providing coaching to less experienced analysts.

Negotiates select contracts; develop effective relationships with vendors and suppliers favorable for company business.

Interviews sales representatives and vendors.

Consults with the Law Department to ensure legal compliance and mitigate risk for the Company.

Project Management - Establishes and maintains the "Balanced Triangle" of Scope, Schedule and Resources for a temporary effort (a "project").

Purchasing Policies, Procedures, Tools - Complies with purchasing policies and procedures and complies with them in daily work; leverages tools to conduct procurement initiatives; assesses documents for clarification and seeks guidance for clarification of the information needed.

Purchasing Systems - Recognizes linkage to multiple systems such as purchasing order, payment, engineering release, and quality systems; troubleshoots and corrects issues resulting from data issues; writes ad-hoc reports using tools within each application; identifies and documents work flows and system testing; actively participates in implementation process of new purchasing systems including requirements gathering, design, communication, and training.

Supplier Performance Management - Leverages functional roles and responsibilities to appropriately manage supplier performance; negotiates defined metrics and supplier management processes to ensure robust management by all functional stakeholders; assimilates cross-functional, cross-site performance data across geographies; ensures suppliers awareness to performance deficiencies and communicates Cummins expectations relative to continuous improvement.

Supply Base Regulatory Compliance - Works with suppliers to advise them of any governmental regulations at a regional, national and global level as well as Cummins policies and procedures pertaining to regulatory compliance for the materials and services they provide; obtains documentation from the supplier in order to document evidence of compliance.

Supply Base Risk Management - Minimizes supplier risk to Cummins by proactively mitigating risks through use of risk analysis tools and risk mitigation playbook to manage three key risks including continuity of supply, reputational risk, and risk to our margins of parts by minimizing disruption and services throughout supply chain; manages and leverages supplier selection and dual sourcing opportunities as a first line of defense against supplier risk.

Education, Licenses, Certifications

College, university, or equivalent degree in supply chain management or a related subject required.

Experience

Intermediate level of related work experience required

Develop should cost analysis for selected parts and support sourcing team to negotiate

Promote should costing tools in China ABO

Cost analysis / should cost analysis experience preferred
